BCUHB procures its goods and services from contractors and suppliers in line with its procurement arrangements set out in the Health Board’s Standing Orders and Financial Instructions. The procurement function of the Health Board is undertaken through a partnership arrangement by the Procurement Services arm of the NHS Wales Shared Services Partnership (NWSSP).  NWSSP use over 15,000 suppliers therefore if you require a list of our top 20 suppliers or would like to put in specific request, please submit a request via shared.services@wales.nhs.uk.

Register of interests

In line with the Health Board’s Standing Orders the Board must adopt a set of values and standards of behaviour that meets the requirements of the NHS Wales Values and Standards of Behaviour Framework.  These values and standards of behaviour will apply to all those conducting business by or on behalf of the Health Board, including Board members, Health Board officers, and others, as appropriate.

The Health Board has a Standards of Business Conduct Policy Incorporating Declarations of Interests, Gifts, Hospitality and Sponsorship which re-states and builds on the provisions of the Health Board's Standing Orders.  It re-emphasises the commitment of the Health Board to ensure that it operates to the highest standards, the roles and responsibilities of those employed by the Health Board, and the arrangements for ensuring that declarations can be made. At the beginning of every Health Board, Committee or decision making/formal meeting, members and those in attendance are invited to declare their interests in relation to any items on the agenda.  In addition to this all Board Members and Senior Officers are required to complete an annual declaration of interest form even if this is a nil return.  Board level declarations are published as part of the Annual Report and Accounts which are approved every June by the Audit Committee prior to formal presentation to the Annual Meeting of the Board held in July each year. The register of interests is now electronic and the system is administered by the Office of the Board Secretary. 

Register of gifts and hospitality provided to Board members and senior personnel

The Health Board’s Standards of Business Conduct Policy prohibits Board members and Health Board officers from receiving gifts, hospitality or benefits in kind from a third party which may reasonably give rise to suspicion of conflict between their official duty and their private interest, or may reasonably be seen to compromise their personal integrity in any way.  The Policy Incorporating Declarations of Interests, Gifts, Hospitality and Sponsorship provides detailed guidance regarding the types of gifts, hospitality and sponsorship which may or may not be accepted.

The Board Secretary submits a report of all offers of Gifts and Hospitality recorded by the Health Board to the Audit committee at least annually.
