Caroline was the Chief Executive of Powys County Council between 2019 and 2023, and held a senior position at the Isle of Anglesey County Council before that. Prior to returning to local government in 2015, Caroline spent 16 years working for the Welsh Government, holding a number of policy and corporate roles. She has a track record of delivering improvements to public services.
As Director of Social Services between 2015 and 2019, Caroline was a member of the North Wales Regional Partnership Board. She also Chaired the North Wales WCCIS Programme Board (which oversaw the roll-out of an integrated IT system between Local Authorities and Betsi Cadwaladr University Health Board). Caroline also Chaired the Social Services Business Intelligence Group on behalf of Welsh Government between 2018 and 2019.
During her early career, Caroline specialised in links with the European Union, having been Director of Policy and Strategy at the Wales European Funding Office, spent a year working at the Wales European Centre in Brussels, and was Principal European Officer for Gwynedd County Council. She taught politics, including European Integration, as a Tutor at Aberystwyth University, and her Phd focused on Multi-level Governance.
Caroline holds a Degree in Government from Birmingham Polytechnic, a Phd from Aberystwyth University and a Masters Degree in Public Service Change and Organisational Development from Birmingham University.
Born, brought up and educated in Anglesey, Caroline is a fluent Welsh speaker. She is a Governor at a Welsh-medium Primary School in Caerphilly. Caroline enjoys travelling and running.
