Dylan Roberts

Chief Digital and Information Officer (CDIO)

Dylan leads digital, data, and technology strategy and delivery across the Health Board. His role is focused on transforming health and care delivery through digital innovation, ensuring that technology and data drive efficiencies, service improvement and better patient outcomes. A core element of this is securing the funds for developing and implementing the Health Board’s Electronic Health Record (EHR) strategy, working closely with Welsh Government and national NHS bodies to modernise digital infrastructure and enable safe, effective and integrated care for the population of North Wales.

Career and Achievements

Dylan brings over 30 years of experience in digital leadership, transformation and system integration across Health, Local government, and National Programmes. Prior to joining BCUHB, he held executive leadership roles across NHS trusts, Integrated Care Systems, and Local Government. As CDIO at York and Scarborough Teaching Hospitals NHS Foundation Trust, he secured £79M for a regional Electronic Patient Record (EPR) strategy, helping to unify digital care across multiple providers.

During his tenure as Chief Digital and Information Officer for Leeds City Council and the NHS Leeds Partnership, Dylan led the creation of the Leeds Care Record, the UK’s first fully integrated city-wide patient record, accessible from 100% of care settings across Health, Local Government, and Third-sector Organisations. He was instrumental in establishing the Yorkshire & Humber Care Record, which has since been replicated across nine ICB areas.

Dylan is a Fellow of the British Computer Society (FBCS) and has been recognised as one of the UK’s top digital leaders, appearing in the UK CIO 100 top ten for three consecutive years. His commitment to collaborative leadership, governance and innovation extends beyond healthcare, as he also serves as a Trustee for the Society for Innovation, Technology, and Innovation and as a Non-Executive Director for the North-East Wales Football Association, supporting governance and participation initiatives across the region.
