During the summer, the Welsh Government announced it was commissioning an independent well-led review of the Health Board’s strategy, culture, leadership, governance and accountability arrangements.
The review has now begun and is expected to report by the end of October 2026. The panel comprises a team of highly experienced independent NHS leaders, including a former National Medical Director for NHS England and former national medical, workforce and improvement leaders, and former chief executives of major NHS organisations:
The review panel will be supported by a Welsh Expert Reference Panel, who will provide expert advice and context on NHS Wales policy, governance and regulation.
Alongside this, NHS Wales Performance and Improvement is providing immediate support in four priority areas; operational performance, quality and safety, workforce planning and financial recovery. The aim is to further strengthen services, improve patient care and support the Health Board's longer-term progress journey.
Carol Shillabeer, Chief Executive, said: "We welcome any support and recommendations which provides an opportunity to further progress performance and to identify opportunities to deliver sustainable improvement across all areas of delivery.
“We are committed to engaging openly with the review and acting on its findings as our priority is always to provide high-quality care for the people of North Wales."
Dyfed Edwards, Chair, said: “Independent scrutiny is an important part of good governance. We welcome this review and are committed to engaging fully with the process, listening carefully to its findings and using them to strengthen the services we provide for the people of North Wales.”
